The organs are the institutions, and the “level of integration “ is merely an insufficient yet evolving integration, given hope with advances like the internet. Society, could be seen (with some imagination) as a fractal extension of the human body. The living nature of cities points in that direction. Governments with two chambers reflect the two hemispheres of the brain. Police are the immune system. The economy is the gastrointestinal system. The more we can consciously design human institutions along the lines of human bodies, the greater the chance that we can design systems that serve our needs and also mesh with the wider ecosystem.
